Problem

Telegram is very popular, it will be very helpful if we can trigger telegram action from Syncvote.
E.g: send a message if this vote is completed, send a message to someone to nudge him for a decision

Solution

This task depend on mechanism for auto trigger checkpoint ~ checkpoint that do not need user's input #580
