Third doses

At least the follow provinces/territories are reporting third doses:

• AB
• NS
• YT

Currently these are captured in "total doses". Likely, what will have to happen is we will have to rename vaccine completion to second doses and add another column for third doses. This will break things (including our own data processing pipeline), but it's hard to see an alternative.

NU reporting third doses as of today. If adding historical third dose data from PHAC, will have to be sure to add third doses to total doses, given how the latter was calculated (dose 1 + dose 2).
