From what it seems att https://trac.sagemath.org/ticket/15872, @embray seems to know what needs to be done to make this work on Cygwin.

Would you mind to propose the required Cygwin changes here?

I'm working on it. I used to have this working when I last updated that ticket, but obviously things have changed since then.
