The `defaultProgramDb` value has been officially deprecated since late 2016 (23Skidoo/cabal@7fd3e3a#diff-d3bb162d74b376e1867c7f0d6056cca8), so changing to the current way to achieve the same end should work at least back to ghc-8.4.
