Make it possible to create a modulefile skeleton from cmd shell #270

createmodule.py exists but it is not possible to use it from cmd shell
it can be very useful to upgrade it since modules can be natively used from cmd shell on Windows platform

such support is very easy to provide since it is a simple script

Update createmodule.py to provide support for cmd shell to use `set`
instead of `env`.

Fixes cea-hpc#270.
