First release of Celeritas intended for broad use. It will:

• support easy offloading from Geant4 apps
• be compatible with the range of Geant4 versions available and used by the frameworks and the public
• support enough core EM physics to be an accurate stand-in replacement for standard EM physics
• have performance parity with Geant4 when using CPU offloading (?)
