Problem

https://github.com/rossjrw/pr-preview-action doesn't work for branches on forks

Proposal

Upgrade to v2 when that is released. Dependabot should handle the upgrade for us.

Update: https://github.com/rossjrw/pr-preview-action still only has a 1.4.7 release and no 2.0.0 release.
