We have some tests in tests/issue/issue.cpp to check whether an issue is an error (isError), warning (isWarning) or hint (isHint), but we (ok, I!) completely forgot to add one for a message.

Note: this is not strictly needed since we have another similar test elsewhere, but it's to be consistent with the fact that we test for our issue levels.
