opencensus-proto/src/WORKSPACE

Line 15 in d89fa54

workspace(name = "opencensus_proto")
implies @opencensus_proto

#200 implies gazelle assumes @com_github_census_instrumentation_opencensus_proto

opencensus-cpp uses @io_opencensus_cpp

opencensus-java doesn't support bazel.

Can we settle on one and put it in the WORKSPACE file?
