Letter of Disapproval #21

Based on the process flow of eportal v1.0, the sending of letter of disapproval is the end of the application process. So there's no action needed on the applicant's side once their application was rejected. Once the final decision is made by the central director, the system should automatically send the letter of disapproval to the client and the applicant should be able to view the letter of disapproval in the portal.
