Integrates: - tx-fees - democracy calls - council calls - elections calls And of course associated pallets and treasury.
It fails with the following error: expected struct `VestingInfo`, found struct `frame_support::BoundedVec`

@mikiquantum marked as ready. I thought we wanted to talk over the parameters tomorrow, but maybe this has already been done? Anyways, a review is possible. The only thing changing might be some params in the pallets. So nothing that is related to logic. |

This PR replaces the old #528 . In contrast to the previous PR this will only contain enabling of democracy, council and elected calls and enable tx-fees.
