add jessie to deb_dists

We don't build for Jessie anywhere, and this change will need for us to properly support jessie everywhere

@alfredodeza, sorry, i don't quite understand. i must have misread something.

seems we do have a jessie gitbuilder which builds packages for jessie: http://gitbuilder.sepia.ceph.com/gitbuilder-ceph-deb-jessie-amd64-basic/

and @liewegas also added some support for jessie in 6ba5e0c .

so i thought we are at least building for jessie even though we don't support this debian release officially in terms of testing using jessie or documenting the support in https://github.com/ceph/ceph/blob/master/doc/start/os-recommendations.rst .

This comes from the disparity of having two separate building environments. I was mostly referring to Jenkins. I'll merge this now so that you guys can benefit from it with the gitbuilders, while I start fixing whatever breaks in Jenkins.
