scheduling-page: allow user to save run configs by name

Feature to save teuthology-suite configs by a keyname on scheduling page. Later, they can select a config from a list of saved configs in a Select menu or something similar.
Data can be stored in a db served by teuthology-api.

Hey @dikwickley, I'm currently in middle of implementing the backend needed for this to work. For frontend side, I'm afraid the page for scheduling isn't ready yet in which the Select menu could go.
