This PR adds a
--clientflag tocerbosctl version, so that it is possible to check the version ofcerbosctlwithout specifying credentials or attempting to connect to a PDP server.It also adds missing help text to the
cerbos --versionflag, and fixes the top-level help ofcerbosctlto include the information about providing credentials.
