Adds all scripts to gather information from EOS and DAS about datasets
and HLT and RECO configuration files and then to create corresponding
records.  Closes cernopendata#70.

Filters output to yield only pp-related data, not PbPb-related data.
These are getting reserved record IDs and can be rerun later when
PbPb-data is going to be released.
