Show link to the configuration file content for CMS MC records in the provenance information.

As discussed with @katilp, the MC configuration files can live as standalone linked files, without being bibliographic records.

We need to store them all on EOSPUBLIC and then amend templates to display them on-demand.

FYI the storage policy is:

/eos/opendata/cms/configuration-files/MonteCarloYYYY/aaabbb.configFile.py
