Automatically generate LICENSES file from dependency licenses #1549

What this PR does / why we need it:

Aggregates LICENSES from our dependencies and copies them into a single top-level LICENSES file.

This should make it easier for users to ensure they are compliant with all licenses when using cert-manager.
