Following discussion in slack we've agreed to forcibly merge this PR despite the e2e test failing. It's failing because of a change to our e2e test setup regarding TPP, and the risk of this PR affecting anything to do with the Venafi issuer is minimal.

All of the reported failures in the e2e test are related to the Venafi issuer, as expected.
