Run name is too long

There was a sample with a very long name in the 27 Oct 2017.M01841 run, and the watcher got stuck with this error:

2018-07-29 12:20:16[WARNING]kiveapi._validate_response(): Error response 400 for https://kive-int.cfenet.ubc.ca/api/runs/: {"name":["Ensure this field has no more than 60 characters."]}

• ~~~continue polling for new runs once an hour while waiting for a crash to fix itself~~~ (Too difficult for now.)
• trim the run name to 60 characters
• fix sample grouping when MidHCV sample shares tags with another project

The sample grouping gets confused when a MidHCV sample shares tags with another project, like V3LOOP.
