Expansion of #230 to include deployments. Also making some small changes to the original PR

rename option: checkGasDeltas --> trackGasDeltas
revert changes to markdown format for simplicity
- think markdown is mostly good for final reports
- we should develop a separate markdown diff report that's good for github actions as part of Codechecks replacement #196
docs updates, including config advice
