Thank you so much for all your efforts on exwm. This is an amazing tool for us emacs lovers and is quite a lot of work on your part.
I use a lot of tools where I create a small new frame to capture things for org mode, or select something from ivy-read.
I cannot find any way to make an emacs frame that floats over a workspace. Is this just not supported with the current workspace design, or am I missing how I would accomplish this?

Emacs frames can not be managed by EXWM or Emacs would simply hang. If a frame is created (by the user or some package) it would be automatically turned into a new workspace. This is probably incompatible with your workflow. Perhaps most packages can exploit both frame and window to display something, and for those packages it's preferable to configure them to use window when using EXWM.
