Identify long-term API framework for portal backend

The Data Portal currently uses an API framework called Hasura. Hasura is moderately well supported by a commercial vendor, but it's not something that we can make changes to ourselves if we find limitations with it. CZI has an internal project (Platformics) that's designed to work similarly to Hasura, but it's more maintainable by CZI engineers.

• Produce a demo of the data portal backend running on top of the Platformics framework
• Document the pros/cons of Hasura vs Platformics and present it to the team
• Estimate the level of effort to switch
• Work with the team to decide whether a migration is a go/no-go and make sure it gets on the project plan.
