About cityscapes->Foggy upper bound

Hi~ in your experiment table 1 there is a row named 'upper bound', "which is the upper bound for this transfer task." stated in your paper. I have questions about this:

• where does this upper bound derive from?
• why trainAP is higher than the upper bound?
