Bug Report

The GitHub Action for building images failed because of timeout(I guess): https://github.com/STRRL/chaos-mesh/runs/4115356955?check_suite_focus=true

I am trying to build the chaos-kernel image with make clean image-chaos-kernel, it also get stucked with apt install commands.

It relates to moby/moby#40398, and after I setup a lower ulimit nofile, it works.

I would raise an PR for that.
