Describe what this PR does / why we need it
The fact that chaosblade lacks adequate English documentation is a huge problem, and I've seen criticism of this problem in more than one article.
So I tried to translate the existing Chinese documentation, as well as start working on the implementation of the command documentation (described in another ISSUE), which will be a long process.
Notes
The biggest advantage of chaosblade over other chaos engineering tools is its simplicity and ease of use, but the lack of adequate documentation is a matter of putting the cart before the horse.
