[gha] Improvements to release workflow

This commits includes the following changes to the release workflow:
- Push the changes to every submodule and rollback if it fails.
- Detect the version to update in the Grimoirelab repository based on
  submodules changes.
- Push the Grimoirelab release using the `publish` command and wait
  for the relese.
- Small fixes
