Restructured Chinese translations & Added images

As proposed in #14 and #11, I have tried to organize the translated metrics.

I have made the following changes:

• Created folders for focus areas in each working group.
• Added translated metrics in those focus area folders as per their classification.
• Created images folder in the focus-area folders.
• Added the images required for proper display of markdown files copied from their original working group repo.
• Changed the syntax to markdown with relative paths to incorporate images

Also for the wg-evolution folder, there were certain files such as Reviews_Accepted, Reviews_Declined etc. I think these files should be renamed to change-requests-accepted ,change-requests-declined respectively. It would be great if someone could confirm this.

I'm thinking to do the same with the Spanish translations too.
