This is the official settings application for configuring system settings under Budgie Desktop as of version 10.6. As there has been no activity with regards to including this package in the Arch community repository, I (one of the Budgie developers) have been maintaining an AUR package to allow Arch users to at least use the proper settings app without having to clone and build it themselves. I believe Arch users on Budgie could benefit greatly from having a binary package in Chaotic, at least until the package is picked up in the community repository.
Do you consider the package(s) to be useful for every Chaotic-AUR user?
No, but for a few.
Do you consider the package to be useful for feature testing/preview?
Yes
Have you tested if the package builds in a clean chroot?
Yes
Does the package's license allow redistributing it?
YES!
Have you searched the issues to ensure this request is unique?
YES!
Have you read the README to ensure this package is not banned?
YES!
More information
As the AUR package is maintained and supported by one of the Budgie devs, any problems reported with building can be taken care of as soon as possible.
