This PR creates a CHIP about how we might support GPUs in Chapel. It's a work in progress and being placed in the repository so that issues can refer to it and as a starting point for discussion and subsequent updates. It is by no means in its final form.
This CHIP was authored by Daniel Lowell, Mike Chu, Ashwin Aji, and myself.
