fix: nightly gh action build failure

• nightly gh action is failing due to mismatched node version 18/20 when running inside gh runners
• setup node 20 via setup-node@v4 action for now
• remove once https://github.blog/changelog/2024-05-17-updated-dates-for-actions-runner-using-node20-instead-of-node16-by-default is live
