Added new Vscode dev container to make contributing easier. Runs dev environment in a Docker container. Includes extensions and git.

Added back the /vscode directory. Wrote directions in README and new comments in new files. Ensured testing was not impacted.

What changes did you make?
Created and configured a Vscode dev container, runs dev environment in a Docker container within VS Code.
Includes extensions (prettier and eslint) and git.
Why did you make the changes?
To make setting up the dev environment easier for contributors.
