feat: Add Olm tests for openshift ci and minikube

What does this PR do?

This PR add additional tests for minikube and Openshift(will be 4.5 4.6 4.7) to test OLM installer.
I add all tests to deploy chectl in namespace eclipse-che
Refference issue: eclipse-che/che#18293
