Test Kitchen: Ensure all projects use Chefstyle linting #2522

Ensure that all projects are using Chefstyle (not Rubocop) for linting and that they are running Chefstyle in CI.

Example of an action that runs Chefstyle along with the correct formatter to give line by line warnings in the PRs: https://github.com/chef/ohai/blob/main/.github/workflows/lint.yml
