Modern package manager

I want to use the latest package managers available,
so that I can install packages using Chef Infra Client

Work to be Done

We need to update the package manager support in Chef Infra Client to support the latest and greatest package managers on platforms we support. On Ubuntu the snap package manager is becoming popular and on Windows Microsoft has released the Windows Package Manager. Infra Client needs to support both of these.

Acceptance criteria

We have Test Kitchen integration tests to install packages in CI for both of these package managers.
