AllowClobber switch is not configurable on powershell_package resource

Describe the Enhancement:

Currently you cannot configure the AllowClobber option when using the powershell_package resource

Describe the Need:

When using Chef for config management the resource will fail if existing commands exist on the system.

Current Alternative

Switch to using power_script for installing modules with conditions
