Switch to trusty packages and test on the latest Ruby releases in Travis #258

Precise isn't an option anymore so remove that config and switch to trusty packages. Also make sure we have the latest patch releases of ruby since Travis does weird things we the version aliases. Signed-off-by: Tim Smith <tsmith@chef.io>
