Do we still want to keep the patch, but gate it behind a version constraint? |

I could go either way with this. Matt is probably the only person consuming this to build the pi images and if that's being done with the latest make we're probably good to just nuke this whole thing. |

The patch upgraded Make to 4.3 which broke on Debian and Raspbian because they still attempted to apply the 4.2.1 patch to version 4.3. This patch removes the patch because it is no longer necessary. Make 4.3 works with Debian 10.9 and Raspbian with this patch applied.
