Is the latest version of code released to maven repository?

my maven build is unable to download the latest javapns-jdk16-161.jar. 
javapns-1.0.jar is the version that I can download using maven.

I was unaware that any versions of javapns were in any mvn repositories.

What repository did it show up in?

Well, never mind, after reading your comments I looked into my code was doing, 
looks like someone installed it in our local internal repository, so that 
answers why maven was unable to get the latest version, when I changed it in my 
pom file,
