Turning on #1758 by default was very harmful to the integrations that use Chocolatey. There was not much in terms of letting folks know about the upcoming changes like we have done in the past - that's our fault and we need to course correct for 0.10.14 to flip back to having that off by default.

This has been completed for 0.10.14.

Turning on enhanced exit codes by default turned out to be quite
harmful for integrations. It should be an opt-in behavior and off by
default.
