Add XXXsimpc() functions

After resolving Issue 15, we should create, for each model, simulation code calculating percentage changes against the baseline (either the current or original level of y implied by xpre, depending on whether cumulate=FALSE or cumulate=TRUE). The naming convention should be to use pc as the last two letters of the simulation function name.
