Build Progress dropdown not updating

How is the user affected? And what is the expected behavior?

When you run tests and expand the dropdown to view progress, the steps aren't updating with each stage.

I'd expect the steps to update with each stage and think this is a regression.

This issue has already been resolved (i.e. the steps actually do update) but the progress spinner icon wasn't spinning so I opened a PR to address that.
