Allergytolerance is not working

Describe the bug
The Genetreatment from Chrome Flesh for 20k 0,1 Essence is currently not doing anything and cannot be taken multiple times as it is supposed to.

Expected behavior
Accodring to the description it should be able to be assigned to certain Allergies and either reduce them by one level without karma reduction(from severe to mild etc) and if it is already on the weakest it removes the Allergy.

Currently you only can take it once but it does nothing at all.

Minimum viable solution is to create a swapquality bonus node that use the disablequality and freequality bonus types to suppress the stronger quality and add the reduced quality.
Swapquality needs to be able to choose from a whitelist of qualities the character currently has and provide the Extra value of the disabled quality to the new quality. Ideally it should disable only the specific quality that we're suppressing, to prevent disabling multiple allergies.
