Agent: add kubeconfigPath to initContainers

This commit adds the missing pass of
the Helm value kubeConfigPath to the
initContainer of the Cilium-agent.

needs backport to 1.13 and 1.14, 1.15

The change itself looks fine, but could you give some context as to why this is needed? Or asked differently: Why do we need to provide a custom kubeconfig path to cilium-dbg build-config, but not to cilium-agent?
