UI: Allow a Global Admin to approve Users across all Regions

Allow for the Global Admin (ONLY) to select approve Users in all Regions on the Registration Dashboard.

Motivation and context

Currently, the Registration Dashboard restricts Global Admins by requiring them to select users within specific regions due to the "Region" filter. This limitation hinders efficient application management and poses challenges in addressing customer service issues promptly. By enabling Global Admins to approve users across all regions, we can significantly improve application management capabilities and provide quicker mitigation for customer service issues.

Implementation notes

• Remove the "Region" filter from the Registration Dashboard interface for Global Admins.
• Ensure that this change is exclusive to Global Admin roles to maintain the integrity of regional administration by other users.

Acceptance criteria

• Post-implementation, Global Admins should be able to view and approve user registrations irrespective of the region, streamlining the user management process.
• Conduct thorough testing to confirm that removing the filter does not affect other functionalities of the Registration Dashboard
