[WIP] Trying to setup Matomo

I have tried to add Matomo, but it is far from done. Sometimes it tracks, sometimes it doesn't.
The following things are missing:

• Remember your selection using cookie (as pointed out by @dmijatovic)
• A cookies page like https://research-software-directory.org/cookies

My difficulties have been

• Sometimes sending a rememberConsentGiven works, sometimes it doesn't/
• Accessing window._paq makes eslint angry, and I haven't been able to disable it.
• Actually knowing what is going on.
