This pr brings necessary functions to generate
CREATE POLICYcommands to support them in citus local tables.(The pr at enterprise that solves the conflict should also be reviewed https://github.com/citusdata/citus-enterprise/pull/428, which simply rejects changes done by #3896 for enterprise)
