Logo alt text should just be site title

The alt and title attributes of the site logo should just be the site title as set in the config, e.g. "CKAN Demo". At present they are both "CKAN Demo Logo".

@mwainwright Quickest way to get this fixed is if you don't have commit access to CKAN, you can go to https://github.com/ckan/ckan/edit/master/ckan/templates/header.html and edit the file (search for the two occurrences of Logo and delete them) and submit it as a PR (mentioning #1540 as the ticket number).

If you do have commit access, then don't do this :)
