API: Parameters for organization_create are described wrongly in the docs

The text "Plugins may change the parameters of this function depending on the value of the type parameter, see the IGroupForm plugin interface." is correct for the more generic groups case but I assume not for organizations (as organizations are a type of group, right?). Furthermore the parameter is then not in the list below.

@wardi is going to sort this out, by fleshing out organization.type so that it is a thing, rather than being tied to ="organization". See: #2094
