Editor cannot add datasets to his organization

Please describe the expected behaviour

An editor should be able to add datasets to his organization.

Please describe the actual behaviour

** Scenario 1: If an editor selects his organization first, click the [+ Add Dataset] button, fill in the dataset information, click [Next: Add Data], an error message "403 Forbidden Access was denied to this resource. Unauthorized to read package" is returned.

** Scenario 2: If an editor clicks on the [Datasets] tab first, click the [+ Add Dataset] button next, enter the dataset information including organization etc. followed by clicking the [Next: Add Data] button, the dataset is created successfully.

What steps can be taken to reproduce the issue?

The issue occurs every time an editor creates a dataset for his organization by following steps in Scenario 1 above. Is there a bug somewhere? In addition, we had never encountered this problem
before the LDAP authentication was implemented.

Is this related to #4321 ? This issue only occurs when you enable an LDAP extension?

Not sure if this is related to #4321. The issue had never occurred before the LDAP installation but we can't tell if that's directly related to the LDAP. It's also puzzling why accessing the Dataset Creation page works well one way (Scenario 2) but not the other (Scenario 1). I'll try disabling LDAP first and see if it makes a difference.
