Visual tweaks for new theme

Todo:

• Resource page: overflow header text goes behind buttons
• Edit org form: "Edit a Organization" become "Edit Organization"
• Edit dataset page: Add resource button widows
• Homepage: "Popular tags" not like pill should be like header
• Search results: list of facets to be more like .tag
• Pagination: box-shadow and margin-bottom needs to be removed
• Search facets: no hover state on "clear all"

Should be "Edit Organization" NOT "Edit an Organization"

• On the homepage, change the 'Popular tags' pill to just be white best 'Popular tags:' similar to 'Search Your Data' but smaller. This will prevent confusion with what is and isn't clickable and stay consistent. Old design had the same issue, but while we're redesigning this would be nice.
• On the dataset page: http://master.ckan.org/dataset?tags=election would be nice for the tag facets to be the same shape (pill like) as on dataset pages and homepage for consistency. Again, while we're here would be nice to fix up.
